Home MenuThe Board of County Commissioners is the legislative and policy-making body of county government. The Board establishes policy, sets legislative priorities and makes all budget decisions with regard to funding appropriations for county departments and some constitutional officers.
The chair presides over board meetings, signs legal documents, and appoints commissioners to various committees. The chair is the official representative of the board and retains a vote (one of five equal votes) on all items and issues. The chair is selected annually by his/her peers.
Meetings
Regular meetings are held two times each month (with occasional exceptions. See schedule):
- First Monday of the month at 9 a.m.
- Third Monday of the month at 5 p.m.

Andy Dance represents District 1, which is within Palm Coast and includes the “E” section, “R” section, parts of the “W” section and Town Center. Dance is Chair of the County Commission and selected five committee assignments for 2023 where he will be the designee, as well as two committees where he will serve as alternate. He serves on the following committees: Flagler County Affordable Housing Advisory Committee; Flagler County Tourist Development Council; Northeast Florida Regional Council; River to Sea Transportation Planning Organization; School Planning Oversight Committee; and as an alternate for the Family Life Center; and, the Transportation Disadvantaged Local Coordinating Board.
Gregory Hansen represents District 2 in northeast Flagler County – including the Hammock and areas bounded by Interstate 95 and the ocean, and Beverly Beach north to the county line. Hansen serves on the following committees: Florida Agricultural Museum Board; Friends of A1A Scenic and Historic Coastal Byways Group; A1A Scenic Pride; Management Advisory Group for GTMNERR; Small County Coalition; Town of Marineland CRA Board; the Value Adjustment Board; and as an alternate for River to Sea Transportation Planning Organization (as a voting member pending reorganization approval by Governor Ron DeSantis) and the Flagler County Affordable Housing Advisory Committee.
Kim Carney represents District 3 in east Flagler County – including the municipality of Flagler Beach.
Leann Pennington represents District 4, which includes the City of Bunnell and the areas west of U.S. 1. Pennington is Vice Chair of the County Commission and is the designee for the Family Life Center, the Flagler County Cultural Council, the George Washington Carver Center Governance Board, and the Heritage Crossroads Committee. She also serves as an alternate on the following committees: Department of Juvenile Justice Council; Department of Juvenile Justice Circuit Advisory Council; Early Learning Coalition of Flagler and Volusia; Small County Coalition; Value Adjustment Board; and the Workforce Development Board of Flagler and Volusia Counties.
Pam Richardson represents District 5, which includes the north area of Palm Coast and largely west of Interstate 95.
