Flagler County is structured to be accessible and responsive to the public.

Flagler County is governed by five elected Commissioners, each representing one of five geographic county districts, balanced by number of residents. Commissioners are elected at-large; that is, each appears on a county-wide ballot. Flagler County’s registered voters, regardless of district, can participate in electing all five commissioners on the board.

Commissioners serve four-year terms. Terms are staggered, with three seats, Districts 1, 3, and 5 up for election in presidential election years, and two seats, Districts 2 and 4 up for election in mid-term election years.

Flagler County operates as a council-manager form of government – the County Administrator is appointed by the Board of County Commissioners and manages the day-to-day affairs. The County Administrator’s roles and responsibilities are specified in Florida Statute, §125.70-125.74.

Flagler County’s administrative departments are operated under the purview of the County Administrator and include: Building, Code Enforcement, Communications, Emergency Management, Engineering, Extension Services, Financial Services, FIN Flagler Executive Airport, Fire Rescue, General Services, Growth Management, Health and Human Services, Human Resources, Innovation Technology, Land Management, Library, Parks and Recreation, Planning, Public Works/Road and Bridge, Tourism/Economic Development, Transportation, and Veterans Services.

Residents also elect Flagler County’s five Constitutional officers: Clerk of the Circuit Court, Property Appraiser, Sheriff, Supervisor of Elections and the Tax Collector.
