Volunteering & Training
Flagler County Emergency Management encourages residents and businesses to GET INVOLVED in helping the community prepare for, respond to, recover from, and mitigate for disasters. The key to staying calm during an emergency or disaster is to be prepared and organized to assist family, friends and neighbors who may not be as knowledgeable.
Volunteer: Emergency Operations Center Support
Become an Emergency Management Volunteer:
- Make and answer phone calls and conduct computer data entry
- Organize, maintain, prepare, and distribute materials, supplies, and equipment
- Amateur (ham) radio communications
Candidates shall have average monthly availability of at least 16 hours between 8 a.m. and 5 p.m. and must pass a County background check.

Volunteer: Emergency Support Team
This is a team of community volunteers that will provide support to Emergency Management and first responders during significant emergencies. This support may include:
- Responder hydration, nutrition, and rehabilitation.
- Assist with evacuation shelter support during emergencies.
Interested individuals will be asked to:
- Complete an application, which can be obtained by contacting us.
- Affiliate with Flagler Volunteer Services and pass a background check.
- Complete a short Emergency Support Team (EST) orientation / training (~3 hours).
Interested individuals are also encouraged to complete Flagler County CERT training (~30 hours), dates and registration below.

Volunteer: Supplemental Communications (SUPCOM)
This is a team of community volunteers that leverage multiple communications capabilities to assist and provide support to Emergency Management when primary means of communications are disrupted.
Interested individuals for this team, will affiliate/volunteer though Flagler Volunteer Services, and must have met the following requirements:
- Maintain an active General Mobile Radio Service (GMRS) and/or Amateur Radio License
- Participate annually, in at least six (6) monthly nets, trainings, station maintenance days, drills, etc.
- Complete the FEMA IS-100 and FEMA IS-2200 Interactive Web-based Class
- Review the SUPCOM Guide from Flagler County Emergency Management
- Affiliate with Flagler Volunteer Services and pass a background check

Training: Community Emergency Response Team (CERT)
The Community Emergency Response Team (CERT) program educates volunteers about disaster preparedness for the hazards that may impact their area and trains them in basic disaster response skills. CERT offers a consistent, nationwide approach to volunteer training and organization that professional responders can rely on during disaster situations, which allows them to focus on more complex tasks.
Those who are interested in learning more about CERT should consider taking the free online FEMA IS-317 course.
The CERT Basic Course is delivered by Flagler County Emergency Management, Flagler County Fire Rescue, and Flagler Volunteer Services through-out the year. This 30-hour course covers:
- Disaster Preparedness
- Fire Suppression
- Medical Operations
- Light Search and Rescue Operations
- Psychology and Team Organization
- Disaster Simulation
The course is held at the Flagler County Emergency Operations Center (1769 E. Moody Blvd. Bldg 3) in Bunnell
