WHAT IS STORMWATER?
Stormwater is water that originates from atmospheric precipitation events and includes rain, snow, and ice melt. Stormwater can soak into the soil (infiltrate), be stored on the land surface in lakes, ponds, puddles, and evaporate. Stormwater runoff is generated from precipitation events that flow over land or impervious surfaces, such as paved streets, parking lots and building rooftops, and does not soak into the ground. The runoff picks up pollutants like trash, chemicals, oils, and dirt/sediment that can harm our rivers, streams and lakes. To protect these resources, municipalities, construction industry activities, and others use stormwater controls, known as Best Management Practices (BMPs), to manage their runoff. The implementation of these practices, which include BMP design, performance, and adaptive management requirements, prevent pollution by controlling it at its source.
Flagler County Stormwater Master Plan
Flagler County and its consultant, Geosyntec Consultants, are undergoing a County wide study to develop a Stormwater Master Plan. The scope of work for our consultant is vast, and includes the following: collect and review existing program data including public coordination and outreach; coordination with local municipalities, code and development review; operations and maintenance program review; drainage infrastructure inventory development; flooding management evaluation; water quality assessment; climate change and resiliency evaluation; improvement project conceptualization; capital improvement program recommendations; capital project funding evaluation; and, National Pollutant Discharge Elimination System permit program development leading to MS4 coverage for the unincorporated areas of Flagler County.
The intended outcomes of the study are to develop a long-term Stormwater Master Plan that can be implemented to address problems identified through the development of a stormwater focused Capital Improvement Project program, targeted improved drainage infrastructure maintenance, public education, and the development of strategies to accommodate future development.
